Requisition to incur expenditure

1) The approval of the Minister is required before expenditure is incurred on items denoted in the relevant budget estimates as requiring “requisition to incur expenditure”.

2) Accordingly, the Minister may give authorisations for the purposes of subsection (1).

(Financial Management Act 2004 s(15))

(1) For funds placed under requisition, the approval of the Minister for Finance must be sought before funds can be expended for the purposes identified in the Annual Budget.

(2) Agencies applying for the release of funds placed under requisition must fill in a requisition form and provide all relevant details specified by the Ministry of Finance.

The approved requisition shall be sufficient authority for the expenditure to be incurred.

• If an officer considers it necessary to incur expenditure against an item that is noted in the Budget Estimates as “Requisition to Incur Expenditure”, the Accounting Head shall:
• prepare a requisition form and attach all relevant details required in the RIE checklist issued by the Ministry of Finance;
• have the form signed by the CEO or deputy CEO;
• submit the form to the Ministry of Finance.
• Expenditure must not be incurred on an item that is noted as “Requisition to Incur Expenditure” until written approval has been obtained from the Ministry of Finance.
