Immediate Relief

 

(1)        Within 5 working days or other timeframe approved by Cabinet, after a state of emergency has been declared in accordance with section 24 of the Act, relevant agencies must submit to the Ministry of Finance an estimate of expenditure for the supply and distribution of essential relief and medical supplies and other resources required for immediate relief assistance.

 

(2)               Based on these estimates, the Ministry of Finance shall assign an expenditure limit to each agency to procure goods, services or works required to meet the assistance. 

 

(3)               Subject to provision 12(6) relevant agencies must obtain at least 3 competitive quotes before procuring goods and services such as food rations, medical supplies and other items required for immediate relief.

 

(4)               At the end of each month, the relevant Chief Executive Officers shall submit a report to the Ministry of Finance stating the amounts of funds that have been used for immediate relief compared with approved provisions.
