Assessing Applications for Grant Assistance
- Applications
for grants should be thoroughly scrutinised by the grant officers
to ensure they contain the required information.
- Each
grant officer must ensure that he/she is familiar with the
assessment criteria for applications.
- After
applications have been scrutinised, the grant officers shall
prepare an appraisal report of the applications assessed. The report shall
provide the following details:
o
names of proposed applicants to be assisted and date of
applications;
o
reasons for recommending assistance;
o
type of assistance to be given and payment terms.
Approved Grants
- The
appraisal report together with supporting documents shall be submitted to
the CEO or Deputy CEO for approval.
- For
grants approved over $5000, a grant agreement must be prepared in
accordance with Finance Instruction
25(1) and signed by the CEO or Deputy CEO and an authorised
representative of the recipient before payment is made.
- The
grant agreement shall outline terms and conditions under which the grant
is given. The following minimum information must be provided in any
agreement:
o purpose
of the grant and performance to be achieved;
o
term of agreement;
o
responsibility of recipients in keeping proper records;
o
approved funding and payment conditions;
o
conditions for monitoring expenditure of the grant;
o
acquittal reporting requirements.
- All
applications and grant agreements must be properly filed.
