These Instructions come into force on 1 January 2005. However, certain new incentives, authorities and requirements will be gradually phased in, on the directions of the CEO for Finance. This approach has been taken to allow agencies to adapt to the changes in responsibilities, procedures and processes and to build effective internal control systems.
