Central Tender Board

 

(1)        A Central Tender Board is constituted with authority to approve procurements costing $50,000 or more.

 

(2)               Members of the Central Tender Board shall include:

(a)        the Deputy Secretary Finance, as Chair;

(b)        the Deputy Secretary for Works;

(c)         the Deputy Secretary for Education;

(d)        the Deputy Secretary for Commerce;

(e)         the Deputy Secretary for Health;

(f)          the Controller of Government Supplies; and

(g)        an independent person from an anti-corruption institution or similar body.

 

(3)               If the Chair is absent, the Board members present at the meeting may appoint a member to preside at that meeting.

 

(4)               The Chair shall appoint a Secretary from Government Supplies who shall not be a member of the Board.

 

(5)               The quorum for a meeting of the Central Tender Board is 4.

 

(6)               If a tender requires expert opinion, the Central Tender Board may co-opt any officer as a member.

 

(7)               In the first meeting, members of the Central Tender Board must declare their interest in any organisation or entity that is likely to be a tenderer.

 

(8)               If a member of the Board has direct or indirect interest in a tender or proposed tender, the member shall as soon as practicable after relevant facts have come to their knowledge, declare the nature of their interest at the Board meeting and shall be excluded from further evaluation or the approval of that tender. 

 

(9)               The Central Tender Board may appoint a panel of officers to consider and evaluate tenders. When appointing members of the Evaluation Committee, the Board must have regard for relevant skills, knowledge and experience appropriate to the value and importance of the procurement.

 

(10)           The Central Tender Board may appoint a board to consider and authorise the acceptance of:

 

(a)          specialized or technical tenders for civil or capital works;

(b)          any tenders for the supply of goods or services required exclusively for a department or a division.

(2)               The Board established under provision 24(10) shall be subject to the direction of the Central Tender Board.

 

(3)               The Central Tender Board shall regulate its meetings and procedures in accordance with the Central Tender Board Guidelines.
